Research and Application of Key Technologies for Reservoir Dam Safety Assurance

There are currently 98000 reservoir dams in China, which play a very important role in ensuring national water security. However, the safety management of dams in China is relatively weak, and dam failures occur from time to time.

The achievements of this project mainly rely on the "Research on Reservoir Dam Safety Guarantee Technology" project of the National Science and Technology Support Program during the Eleventh Five Year Plan period, and are further researched in conjunction with projects such as the National Natural Science Foundation of China. It took more than 10 years and was jointly completed by Nanjing Institute of Water Resources and 9 research and design units.

1. Created the highest physical dam failure test site at home and abroad, revealed the new mechanism of earth rock dam failure, and established a new method for simulating and predicting overtopping failure.

For the first time, a national, comprehensive, and all factor dam foundation database has been developed, revealing the causes of reservoir hazards, dam failure patterns, and their spatiotemporal characteristics.

3. Created a risk standard system for Chinese dams, established decision-making methods and models for dam reinforcement and removal, and developed new technologies for dam reinforcement and removal.

4. A typical map set of dam hazards was proposed, and a dam safety warning index system and prediction model were established.

This project has rich scientific research achievements, obtaining 22 patented technologies, 12 software copyrights, publishing 315 papers (43 SCI and 87 EI), publishing 14 monographs, and compiling 24 industry standards and normative documents.

The achievements have been successfully applied to more than 50 large reservoirs such as Xiaolangdi, Danjiangkou, and Xiaowan, comprehensively improving the national dam safety management capabilities and promoting technological progress in the industry.

The achievements have been applied to the national reservoir risk elimination and reinforcement projects, creating an economic benefit of 13.4 billion yuan in the past three years; The probability of dam failure in the country has been significantly reduced, and the basic goal of preventing dam failure has been achieved, with significant social and ecological benefits.

The achievements can be further applied to the safety management of nearly 100000 reservoir dams nationwide, providing solid technical support for the improvement of China's reservoir dam safety guarantee system, and the prospects for promotion and application are extremely broad.
